8.1 Report a Change

8.1.1 Report a Change Introduction

The primary personThis is the person who applied for benefits. Sometimes this person is also referred to as the head of the household or case head. or the primary person's spouse can report changes for an open case via ACCESS. To report changes, login to ACCESS by selecting Log in on the ACCESS homepage, see SECTION 2.3.5 LOG IN TO ACCESS ACCOUNT. If an ACCESS account has not been set up yet, see SECTION 2.3.4 CREATE AN ACCOUNT.

Note ACCESS can be used to report changes for FoodShare, health care, Caretaker Supplement, and Child Care, not W-2. Changes that could affect W-2 eligibility must be reported to a person’s W-2 agency within 10 days of the change.

To report a change, select Report a change under Manage Benefits on the account homepage or from the quick link.

8.1.2 Report a Change Page

The Report a change page contains general information and reporting steps. To begin select Report changes.

If the benefits aren’t currently open on a case, the following message displays.

If benefits are open on a case the Things to know about your change report page displays. This page contains information about which changes should be reported, which programs changes are reported for, which changes cannot be reported in ACCESS, and which changes are optional. Select Next.

The What changes are you reporting? page displays. Select the boxes next to the changes being reported. The information that displays on the What changes are you reporting? page differs based on the benefits a member is receiving and the household situation. Select View summary to display what the agency currently has listed for the case. Select Hide summary to hide the information. Select Next.

The Change report overview page displays. The member can review the information reported in each of the sections and make any necessary changes before submitting.

8.1.3 Address Changes

On the Change report overview page, in the Address changes section, select Start.

The Change your address details page displays. 

The current home and mailing address on file with the agency displays. To make changes, select Update. After making all necessary address changes, select Confirm and next.

8.1.3.1 Finished Address Changes

After completing the address changes, the You finished your address changes page allows the member to review and edit their responses as needed. Once all updates are complete, select Report overview.

8.1.4 Household Member Changes

On the Change report overview page, in the Household member changes section, select Start. The You told us you have household changes to report page displays. 

Household member changes may include someone moving in or out of the household, has passed away, got married, got a divorce or legal separation, became pregnant, pregnancy ended, had a change in expected tax filing status, or a change in tax dependents. Select all changes that apply or select None of these and then select Next. If the member selects None of these, no changes are added from this section and the member moves to the next section.

For applications with FoodShare, imminent homelessness options will appear in the list of household changes.

8.1.4.1 Change Household Member Details

The Change your household members details page displays if it’s reported that someone has moved in the home, a member has moved out of the home or a household member has passed away. 

If someone has moved into the household, select Add person.

If a member has moved out of the household or has passed away, select Edit.

From the Edit drop-down menu select either Update where they live or No longer in the household.

If Jail or prison is selected for the question Where do they currently live?, a dynamic section displays for the jail or prison information. See section 4.5, Step 4: More about the household member for more information about these fields.

If No longer in the household is selected, _____ is no longer part of your household displays. Make necessary updates and select Next.

Once all household members details changes are complete select Confirm and next on the Change your household members details page to move to the next section of reported changes.

8.1.4.2 Marital Status Changes

The Change your marital details page displays if it’s reported that a member got married, divorced or has a legal separation status. Select Update for the member that has a change to their marital status.

_____’s marital information page displays. Update the fields and select Next.

Once all marital status changes are complete select Confirm and next on the Change your marital details page to move to the next section of reported changes.

8.1.4.3 Pregnancy Changes

The Change your pregnancy details page displays if it’s reported that a member has a change to their pregnancy details.

If a member became pregnant, select Add pregnancy. The Pregnancy information page displays, select the household member who is pregnant, and select Next.

The More about _____’s pregnancy page displays. Update the fields and select Next.

The Other parent of _____’s expected baby page displays. Update the fields and select Save and next.

If a member is no longer pregnant, select Update for the member that is no longer pregnant. The More about _____’s ended pregnancy page displays. Update the fields and select Next.

Once all pregnancy changes are complete select Confirm and next on the Change your pregnancy details page to move to the next section of reported changes. 

8.1.4.4 Tax Information Changes

The Who has changes to their tax information? page displays if it’s reported that a member has a change to their tax filing status or a change in tax dependents. Select View summary to see current information on file. Select the checkbox next to the member that has a change to their tax filing status or tax dependents. Select Next.

The Change your tax filing information page displays.

To add a tax filer, select Add tax filer.

To make changes, select Update.

Once all tax information changes are complete select Confirm and next to move to the next section of reported changes. 

8.1.4.5 Finished Household Member Changes

After the member completes the household members changes, the You finished your household changes page provides an opportunity for the member to review and edit their responses as needed. Once all updates and changes are complete, select Report overview.

8.1.5 Household Details Changes

On the Change report overview page, in the Household details changes section, select Start. The You told us you have household details changes to report page displays. 

Household detail changes may include if a household member learns they have a disability or they have a change that impacts the FoodShare basic work rules or work requirements. Select all changes that apply or select None of these and then select Next.  If the member selects None of these, no changes are added from this section and the member moves to the next section.

8.1.5.1 Change Disability Information

The Change your disability information page displays. Review the information. Select Update to make changes to a member’s disability information on file with the agency or select Add person to add a member that has a disability. Answer the questions for that member and select Confirm and next.

The People with a disability, illness, or injury page displays. The household members with no reported disability, illness, or injury display. Answer the questions and select Next.

The More about _____’s disability, illness, or injury page displays if a member was selected on the previous page as being someone who is blind, living with a disability, or unable to work because of an illness or injury. Answer the questions and select Next.

8.1.5.2 FoodShare Basic Work Rules and Work Requirement Details

The You told us you had household details changes to report page displays if Someone had a change in the FoodShare basic work rules and work requirement checkbox is selected for a member receiving FoodShare benefits. 

Questions about FoodShare basic work rules and work requirement exemptions display for the household members who fit within the required age ranges. Select the name of each applicable household member for whom the exemption update applies. The information doesn’t change until the reported changes have been processed by the member’s agency. 

Review the information on file with the agency. Select Update or Edit to make changes. Select Confirm and next.

8.1.5.3 Finished Household Details Changes

After the member completes the household details changes, the You finished your household details changes page provides an opportunity for the member to review and edit their responses as needed. Once all updates and changes are complete, select Report overview.

8.1.6 Work and Other Income Changes

On the Change report overview page, in the Work and other income changes section, select Start. The You told us you have work and other income changes to report page displays. 

Work and other income changes may include changes to a job, in-kind work, volunteer activities, self-employment, income from a source other than a job, new grants, scholarships, or other financial aid for the school term. Select all changes that apply or select None of these and then select Next. If the member selects None of these, no changes are added from this section and the member moves to the next section.

8.1.6.1 Changes to Work Activities

The Who has changes to their work activities page displays. Select the checkbox for all members that have a change and select Next.

_____’s work activities summary page displays any current or recent jobs, in-kind work, volunteer information, or self-employment that members of the household have on file with the agency. Select Edit to make changes, Add work activity to add a work activity, and then select Confirm and next.

8.1.6.2 Other Income Changes

The Who has changes to their other income page displays. Select the checkbox for all members that have a change and select Next.

____’s other income summary page displays other income currently on file with the agency. Other income may include Supplemental Security Income (SSI), Social Security, other payments such as child support or annuities, personal capital gains or income from room and board. Select Edit to make changes or Add other income if that applies. Once all updates are complete select Confirm and next.

8.1.6.3 Change Other Benefits

The Change your other benefits summary page displays. Review the information on file with the agency and update any details that have changed. Select Add person or Edit to make changes. Once all updates are complete select Confirm and next.

8.1.6.4 Finished Work and Other Income Changes

After the member completes the work and other income changes, the You finished your work and other income changes page provides an opportunity for the member to review and edit the responses as needed. Once all updates and changes are complete, select Report overview.

8.1.7 Bill Changes

On the Change report overview page, in the Bill changes section, select Start. The You told us you have bill changes to report page displays. 

Housing bill changes may include rent, mortgage, property tax, homeowner’s or renter’s insurance, mobile home loan payments, and special assessments. Utility bill changes may include electricity, water, liquid propane gas, firewood, trash removal, sewer and septic service, phone or cell phone service, natural gas, fuel oil or kerosene, coal, wastewater treatment, utility installations and A/C surcharges. Other bill changes may include tax deductions. Select all changes that apply or select None of these and then select Next. If the member selects None of these, no changes are added from this section and the member moves to the next section.

8.1.7.1 Housing and Utility Bill Changes

The Who has changes to their housing and utility bills page displays if the member reports a change to their housing or utility bills. Select the checkbox next to the member that has a change. Select Next.

_____’s housing and utility bill changes summary page displays. Review the information on file with the agency and select Edit to make changes. Select Next once all changes are complete.

8.1.7.2 Tax Deduction Changes

The Who has changes to their tax deductions page displays if the member reports a change to their tax deductions. Select the checkbox next to the member that has a change. Select Next.

_____’s tax deduction changes summary page displays. Review the information on file with the agency and select Edit to make changes. Select Next once all changes are complete.

8.1.7.3 Finished Bill Changes

After the member completes bill changes, the You finished your bill changes page provides an opportunity for the member to review and edit the responses as needed. Once all updates and changes are complete, select Report overview.

8.1.8 Finish and Submit Changes

After the member completes all changes, the Change report overview page provides an opportunity for the member to review and edit the responses as needed. Once all updates and changes are complete, select Start.

The Submit your change report page displays. Select Submit changes.

8.1.9 Next Steps

The Thank you for submitting your change report page displays once changes are submitted. From this page, members can submit verification of the changes, view and print a summary of the submitted changes, and view their agency's contact information. The tracking number of the change request displays at the top of the page.

8.1.10 Change Request Summary

To view a summary of the submitted changes, select Download change report summary (PDF). A PDF opens a new window. The PDF only displays information that was changed or added; it doesn't display current information that wasn't changed.
