33.4 SeniorCare Fiscal Test Group

The FTGfiscal test group consists solely of an applicantA person who has submitted a request for coverage for whom no decision has been made regarding eligibility, unless the applicant is married and resides with their spouseA person recognized under federal law as another person’s legal partner through marriage. This includes a marriage (including common law marriage) that was valid in the state where it was entered into. For marriages entered into outside the United States, this includes a marriage that was valid in the place where it was entered into and could have been entered into in the United States. .

If the applicant is married and resides with their spouse, the FTG consists of both the applicant and their spouse. An applicant is considered to be residing with their spouse if the permanent residence of the spouse is the same as that of the applicant.

Exceptions: The FTG consists only of the applicant if any of the following apply:

  1. One spouse is institutionalized and is expected to be out of the home for 30 or more days.
  2. The applicant’s spouse is a SSISupplemental Security Income. A program based on financial need operated by the Social Security Administration that provides monthly income to low income people who are age 65 or older, blind, or disabled. recipient.
  3. The applicants are married but are living separately.
  4. Both spouses are living in a nursing home.
