12.3 Premiums for BadgerCare Plus Children and MAPP Members

12.3.1 Premiums Homepage

The Premiums homepage is where members can view their premium information, including current balance, recent activity, payments due, past payments, premium details, and FAQs. It helps members easily monitor their household’s premium activity. In the “Premium details” section, members can view the household’s current premium and the next statement date.

The Premiums homepage shows when a pending MAPP Premium required to gain MAPP eligibility has been paid and is being processed.

The Premiums homepage shows a MAPP excess payment credit. The amount appears in parenthesis to indicate a credit.

The Premiums homepage shows a reduced MAPP premium amount due to an excess payment that was made for the previous month.

The Premiums homepage immediately shows when a one-time or automatic premium payment fails.

The Premiums homepage shows the member’s last payment. To view all payments made in the previous year, select View all premium history. The Premium history page displays details such as program, eligibility month, payment status, payment method, and participant name for each payment record.

A premium payment can’t be made online if:

Different versions of the Premiums homepage may display based on the member’s situation.

Page shown Background Action
You have a premium due A premium or premiums are due.

Pay the premium or premiums.

Select Make a payment (see SECTION 12.3.2 MAKE A PAYMENT).

You don't have a premium due right now  No premium or premiums are due. No action required at this time.
You did not pay your premium on time The MAPP member missed a payment.

Pay the late premium before the listed date to avoid losing benefits.

Select Make a payment (see SECTION 12.3.2 MAKE A PAYMENT).

Your benefits have ended The MAPP member’s benefits have ended due to missing payments.

Contact your agency if you want MAPP again.

Note If the member needs help, see the FAQs and questions on the page. Members enrolled in MAPP that are struggling to pay the premium can select Read about your options to learn more about the MAPP Temporary Premium Waiver.

Members are encouraged to take a three-question survey to describe their experience paying premiums through ACCESS by selecting Take the survey.

12.3.2 Make a Payment

Step 1: Premium Selection

The Review your payment page allows the member to review the amount they are to pay. If the member has missed a MAPP premium payment, they are encouraged to pay the premium before losing their benefits.

Members can select which premium(s) they want to pay. If the household has premiums for both BadgerCare Plus and MAPP, they can pay either one or all months due. For MAPP premiums, the oldest premium(s) must be paid before the current MAPP premium(s) can be made. Select the Pay all checkbox to pay all premiums due.

Review the amount to be paid and select Pay now.

Step 2: Submit a payment

The Submit your payment page allows the member to edit their personal information and enter their payment details.

If desired, the member can edit their personal information under the “Personal Details” section.

The member can enter payment information in the "Payment method" section. The member can also select Questions? Get help here at any time which navigates to the DHS website.

Note The e-Payment services website is a secure site managed by US Bank.

Payments received before 8:00 p.m. CST are posted the same day and payments received after 8:00 p.m. CST are posted the following day.

Payments made on the last day of the month after 8:00 p.m. CST are posted on the first day of the next month.

12.3.3 MAPP Premium Payments

In addition to the information in SECTION 12.3.2 MAKE A PAYMENT, MAPP members have the option to enroll in ACCESS AutoPay to make automatic monthly premium payments. To be eligible for AutoPay, members must meet the following:

  1. Be eligible for MAPP benefits with an ongoing premium, and
  2. Be current on their premium payment, having paid the current calendar month’s premium.

If MAPP members choose this option, they must select Set up AutoPay from the Premiums homepage.

12.3.3.1 Set up AutoPay

If MAPP members choose this option, they must select Set up AutoPay from the Premiums homepage. They are then taken to the Set up AutoPay page. 

Note

A message displays if the member needs to make a one-time payment prior to setting up AutoPay. After this payment is made, they can continue the AutoPay set up process.

By selecting Add payment details, members are then taken to the Add payment details page. Payment method information is entered on this page.

By selecting Add, they are informed if AutoPay set up is complete or if it has failed.

Once enrolled in AutoPay, the member’s premium payment occurs on the 3rd of every month. Members are able to review their information or disenroll by navigating to the Manage AutoPay page from the Premiums homepage. Information about changing their payment method and the cutoff date and time for turning AutoPay off is provided.

12.3.3.2 Disenrollment from AutoPay

A MAPP member who chooses to disenroll from AutoPay, can do so by navigating to the Manage AutoPay page. When the member selects Turn off AutoPay, the following pop-up message displays: Are you sure you want to turn off AutoPay? Selecting Yes, turn off AutoPay confirms the disenrollment and displays a message that AutoPay was turned off successfully.

MAPP members are systematically disenrolled from AutoPay when they meet at least one of the following:

  1. They are no longer eligible for MAPP. 
  2. They are no longer subject to a MAPP premium due to a decrease in income or because they have an approved temporary MAPP premium waiver.
  3. A monthly premium payment returns as a failure.
  4. A member successfully enrolls in Electronic Funds Transfer (EFT) or wage withholding.

Voluntary disenrollments and systematic disenrollments due to premium payment failures or successful EFT or wage withholding enrollment can occur at any time during the month. However, systematic disenrollments due to loss of MAPP eligibility or no longer subject to MAPP premiums occur on the last day of the benefit month that a premium was due. 

12.3.3.3 Additional Month

MAPP members are granted one additional month to make their ongoing MAPP premium payment before they lose eligibility for non-payment of their premium. Only members with ongoing MAPP eligibility that are subject to a premium can receive this additional month. When a member receives an additional month to make a payment, the My to-do list displays both the past due premium and the upcoming premium.
